The Instacart hand-off works in the United States and Canada, which is where Instacart operates.
Everywhere else the shopping list behaves identically - it is built from the gaps between a recipe and your pantry. You take it to the shop yourself instead of sending it to a cart.
The shopping list is a convenience either way. The point of Riff is the food already in your kitchen.
